The University of Prishtina has been assessed as the most transparent of Kosovo’s public higher‑education institutions in the report “Formal Transparency of Public Universities 2025”, published by the Organization for Improvement of the Quality of Education (ORCA).
The findings of the transparency report on public universities were presented by ORCA’s monitoring coordinator, Liridona Ademaj, who noted that year after year these universities are becoming more transparent.
In the 2025 edition — the organization’s seventh publication — the University of Prishtina received a transparency coefficient of 0.94, meaning it is considered satisfactorily transparent, having made public more than 90 percent of the expected documents and information.
Later, at a panel discussion moderated by ORCA’s executive director, Rron Gjinovci, the research results were discussed by the rector of the University of Prishtina, Arben Hajrullahu; the rectors of the universities of Prizren, Gjilan and Gjakova, and of the International Business College in Mitrovica — Mentor Alishani, Artan Dërmaku, Drilon Bunjaku and Mihone Kerolli — and by the executive director of BIRN Kosovo, Jeta Xharra.
In his remarks, Rector Hajrullahu said that the good governance of a public higher‑education institution consists of two key elements: transparency and accountability, which—together with meritocracy and legality — have guided his work to date as rector and professor at the University of Prishtina.
Hajrullahu welcomed Jeta Xharra’s suggestions for the continued enhancement of transparency at the country’s leading university, stating that with the media and civil society “we are not on opposing sides; we are on the same side, because we share the same goal: to have better, more accomplished, more transparent and better‑governed universities.”
The rector also appealed for objective media coverage of both the University of Prishtina’s achievements and its challenges, emphasizing that “we are a university that has a bright side, and the overwhelming majority of us are on that side.”
This year, in its report “Formal Transparency of Public Universities 2025,” ORCA ranked the universities on the basis of 36 documents and information collected for each of them, unlike in previous years, when the assessment was made using 28 such documents and information.
