UP Senate Session Approves Brain Gain Program and Academic Advancement Framework

At the fourteenth meeting of the Senate of the University of Prishtina (UP), held on Wednesday, April 30, 2025, several key regulations were approved to establish clear rules for staff advancement and the recruitment of academic diaspora members.  

With minor adjustments to the final version, senators unanimously approved the Regulation on Transfers, the "Brain Gain" Program, and guidelines for Exceptional Recruitment Needs of Academic Staff. These aim to attract talented and internationally competitive academics to UP, requiring them to hold degrees from any of the world’s top 400 universities.  

Following discussions, clarifications, and necessary revisions by the drafting committee, the Regulation on Selection Procedures for Appointment, Advancement, and Reappointment of Academic Staff was also approved unanimously. A separate regulation for the Faculty of Arts on the same matter was similarly endorsed.  

These three regulations aim to uphold high standards for staff advancement and quality recruitment at UP, ensuring continuous improvement in teaching and scientific research at the country’s leading university. The approved regulations align with the UP Statute, which entered into force in July 2024.  

Due to amendments and additions requiring further review, the Senate postponed the following regulations to be examined and voted on during its May session: the Regulation on Operations and Procedures of the University of Prishtina’s Ethics Council, the Ethical Code for the Academic Staff of the University, and the Announcement of Competitions for Domestic and International External Collaborators at UP, along with the renewal of engagements for current collaborators.

Additionally, the Senate approved opening international student admissions for joint programs at the Faculty of Law and the Faculty of Civil Engineering. It ratified one doctoral thesis topic and endorsed another, along with its supervising mentor.
