UP Senate Establishes Committee to Review Academic Advancements of Rectors

On November 27, 2024, during its ninth meeting, the Senate of the University of Prishtina (UP) decided to establish a committee to review the academic advancements of rectors, from 1999 to the present, who remain in active employment.

The decision to form the committee was approved by a majority vote, with no opposition from any senators. The committee will include members from the University of Prishtina, representatives from universities abroad, one student senator, and a civil society representative serving as an observer.

This initiative follows revelations of irregularities in the promotion of former rector Enver Hasani to the position of full professor, allegedly in violation of the regulations in force at the time. The committee aims to ensure compliance with legal standards and to prevent any individual from maintaining or obtaining positions unlawfully.

Before deciding to create the committee, the Senate discussed an opinion issued by the Agency for the Prevention of Corruption. The opinion identified a conflict of interest in the May 31, 2023, employment advertisement at the Faculty of Philosophy.

Rector Arben Hajrullahu emphasized that the Agency’s opinion is a binding legal act and proposed measures to resolve the conflict of interest. Consequently, the Senate unanimously decided to annul the advancements made under the May 31, 2023, employment advertisement, reverting the academic advancement process of three professors and the reappointment of one assistant to their prior status before the conflict arose.

During the same meeting, the Senate approved the new composition of the Ethics Council. This body is responsible for investigating irregularities and unacceptable conduct by academic staff and students at the University of Prishtina.

The Ethics Council will consist of the following professors: Flamur Hyseni, Rajmonda Nallbani, Qëndrim Gashi, Safet Merovci, and Furtuna Sheremeti.

Additionally, the Senate unanimously approved the academic units’ proposals for doctoral studies.
