The duties of the General Secretary are defined by the Statute of the University of Prishtina.

The Secretary is the highest executive and administrative officer of the University, with special rights and responsibilities set forth in his contract, which is signed by the Rector.

The Secretary is accountable to the Rector for efficient, economical and effective administration at all levels of the University. In this position, the General Secretary is responsible for all matters that the bodies or the other leaders have no power on.

All, staff and students of the University have to cooperate with the General Secretary of the University.

The General Secretary of the University has the following duties and responsibilities:

1. Highest official of the administration;
2. Head of the Central Administration;
3. Head of administrative offices and secretaries at faculties;
4. Responsible official for efficient, economical and effective leadership of the University;
5. Responsible for the development and maintenance of management information systems and for the preparation and organization of management data;
6. Responsible official for the technical preparation of the budget process;
7. Responsible for other matters required by the Steering Council and the Rector, which are not defined by this Statute.

As the administrative representative of the Rectorate and as the highest competent person in this regard, the General Secretary has unrestricted access to all records. He is responsible for maintaining accurate records of administrative offices.

At the suggestion of the General Secretary, the Rector issues regulations on job placement within the Central Administration of the University.

The General Secretary is an ex-officio member of the Steering Council without the right to vote and is a permanent member of the Senate without the right to vote.
